Your bill has several parts, and more than one of them has been moving.
On June 1, 2026, the default supply price rose at every major Pennsylvania utility, from about 1.5% at PPL to more than 10% at Penelec, West Penn Power and UGI Electric.2
Pennsylvania is part of PJM, the regional grid. PJM’s last three capacity auctions cleared at or near the maximum price allowed, and those costs flow into the supply part of bills.3
The wires side of your bill is set in rate cases before the Pennsylvania PUC. For example, new PPL delivery rates took effect July 1, 2026.4
In its July 2026 auction for the June 2028 to May 2029 delivery year, PJM secured about 6,800 MW less than its reliability requirement, after a shortfall of about 6,500 MW in the previous auction. PJM says this means slimmer reserves and more risk, not that outages are expected.3

1. How many kWh you use. Your monthly usage, and how it changes between summer and winter. Big seasonal swings often point to heating, cooling or insulation.
2. Your supply price per kWh. Either your utility’s Price to Compare or the rate from a supplier you chose. You can compare offers on PAPowerSwitch.com, the PUC’s shopping site.
3. Delivery and fixed charges. What your utility charges to deliver power, plus a monthly customer charge. These apply no matter who supplies your electricity.
Under Act 129, Pennsylvania’s large electric utilities run energy efficiency programs for their customers. The Pennsylvania Department of Environmental Protection reports that the state has saved over 8.8 million megawatt-hours of electricity since 2009, resulting in $6.4 billion in savings to Pennsylvania electric customers.5 These are statewide program results, not an estimate of savings for any home. What each utility offers is set by that utility and can change. Ashborn does not administer these programs.

Some utilities offer efficiency programs and rebates under Act 129, and they change over time. The federal residential clean energy and energy efficiency tax credits are not available for expenses made after December 31, 2025. Your advisor can help you check what currently applies, and we will never promise an incentive we cannot confirm.
